enum HostControlPolicy : Enum<HostControlPolicy>

Binary decision for host-affecting terminal controls.

Policy decisions are intentionally explicit instead of inferred from size limits. A denied family is ignored before it mutates metadata or emits host callbacks, even when payload lengths are otherwise valid.
