Observes the newest live viewport bottom row.

Shell decorations are anchored by line identity, so resize/reflow and history rewrites naturally stop projecting stale records when their source lines disappear. The bottom row is retained only as diagnostic session state and deliberately does not clear records on row-number regressions.
