scrollViewportBy

Applies a signed scrollback delta in presentation slots.

Positive values move farther back into scrollback; negative values move toward the live viewport. Fractional values accumulate until they produce a whole-row destination. Animation may render between rows, but always completes on the destination row.

Divider mode counts a prompt band as one slot, alongside text rows.
