Returns the OSC 8 URI associated with hyperlinkId, or null.

The renderer stores only primitive ids in cells. This adapter owns the bounded metadata registry that maps those ids back to validated URIs for explicit host/UI activation. IDs invalidated by reset or evicted by hostPolicy remain unresolved even if cells or UI snapshots retain them. An issued ID is never assigned to another link during this adapter's lifetime. Exhausting the positive ID range prevents new entries while existing explicit OSC 8 keys can still reuse their retained entries.
